ABOUT
Established in 2023, the Philippine International Law of the Sea Academy (PHILSEA) is the premier institution for law of the sea capacity-building in the Philippines. We are dedicated to empowering Filipinos with knowledge and practical skills in international, regional, and Philippine oceans law and policy.
PHILSEA was founded to address gaps in teaching, researching, interpreting, applying, and enforcing modern international oceans law. Our programs are designed for a wide range of participants, from university students to seasoned professionals, all united by a passion for maritime law and sustainable ocean governance.
MISSION
To enable Filipinos from all professions to play a significant role in developing Philippine oceans law and policy, revitalizing the nation's obligations in sustainable ocean governance and climate protection.
VISION
To become the preeminent Philippine national academic institution for the law of the sea, fostering a new generation of experts who will shape the future of maritime law and policy in the Philippines and beyond.
OBJECTIVE
PHILSEA aims to elevate Filipino expertise in ocean law and policy by providing comprehensive education and training.
